David Riegel

David is one of VFOR’s co-founders and currently serves as VFOR’s Executive Director. A native of Waterbury and a graduate of Harwood Union High School, David is also the Director of Housing Policy and Planning for the Vermont Agency of Human Services.

David has been in recovery since January 2007 and became involved in recovery housing in 2008, when he began renting his home to others recovering from substance use disorder. Recognizing the urgent need for safe, transparent, and well-managed recovery housing in Vermont, David has dedicated himself to this mission.

To further these efforts, David helped bring an affiliate of the National Alliance for Recovery Residences (NARR) to Vermont in 2019 as a founding board member. The Vermont Alliance for Recovery Residences (VTARR) works to improve access to Recovery Residences through established standards, a fair and transparent certification process, community engagement, education, technical assistance, research, and advocacy.

David was also a founding board member of Step Into Action-VT, an organization that empowers Vermont community members to celebrate recovery from substance use. Through his work, David continues to be a passionate advocate for recovery and housing solutions that support individuals on their path to healing and independence.
